Dewberry, a privately held professional services firm, has announced that Daryll Joyner has joined the firm’s Tallahassee, Florida, office as a senior environmental scientist with the water group.

With nearly 40 years of experience, Joyner has spent much of his career with the Florida Department of Environmental Protection (FDEP) where he was most recently the program administrator for the water quality standards program. Joyner’s background includes extensive knowledge of wastewater permitting programs, including the development of water quality-based effluent limitations for discharges to state surface waters, FDEP’s total maximum daily load program and overall watershed restoration programs, Florida’s water quality credit trading rule, and Florida’s water quality standards. As a senior environmental scientist with Dewberry, he will be responsible for helping project teams address permitting issues related to surface water discharge across Florida.

“With an extensive knowledge of Florida’s regulatory practices related to surface waters, we are thrilled to welcome Daryll to our team,” says Dewberry Associate and Market Segment Leader Amy Tracy. “This knowledge is critically important, because we are actively developing integrated water restoration projects that address stormwater and flooding concerns, water quality restoration, and natural systems needs, while embracing the one water principles by integrating highly treated reclaimed water where possible.”

Joyner earned a master’s degree in biological oceanography from Florida State University (1984) and a bachelor’s degree in zoology from the University of North Carolina at Chapel Hill (1981). He has authored dozens of technical reports and directed the development of many technical support documents and reports to the governor and legislature for FDEP during his career.
