In May 2015, severe storms caused wind and flood damage to Oglala Sioux tribal housing on the Pine Ridge Reservation in southwest South Dakota. The storms complicated an already substantial pre-storm shortage of tribal housing.

As managing partner of the Partnership for Temporary Housing, LLC (PaTH), which includes Parsons Corporation and DynCorp International, we assisted the U.S. Federal Emergency Management Agency (FEMA) in the installation of manufactured housing units (MHU). Due to the reservation’s remoteness and preexisting tribal housing needs, we collaborated with FEMA to adapt tasks from typical MHU missions for a more permanent residence solution. PaTH addressed tribal employment rights, historic preservation, and environmental protection considerations throughout the process.

We planned and executed—with the help of Timberline Construction Group, our prime subcontractor—MHU site upgrades that feature more robust grading, foundations, and utility systems.
